Senior Management

Mr. George Njao, Director General

He is responsible for the implementation of the policies, programmes and objectives of the Authority. Mr. Njao has over 15 years’ experience in the transport sector specifically in safety management which presents a great opportunity for the Authority.  He holds a Master’s degree and a Bachelor of Science degree from Central Missouri State University, USA.

 

 Eng. Gerald Wangai, Director -Motor Vehicle Inspection

Engineer Wangai is the Director of Motor vehicle inspection and the Chief Superintendent Engineer overseeing the operations of the department. He holds a Bachelor of Science Degree (Mechanical Engineering) from the University of Nairobi and has vast experience spanning over 28 years in the Public Service. Being a member of professional bodies- the Institution of Engineers of Kenya and Engineers Registration of Board Mr Wangai has attended numerous trainings and seminars.

Mr Badu Sora Katelo, Director Road Safety

Mr Katelo is the Director Road Safety Department which is very critical and core to the Authority. Having working in Government and International organisations at a senior level, he brings to the Authority a wealth of experience.
Prior to joining the Authority this year, he was a Senior Deputy Secretary at State Department of Crop Development, Ministry of Agriculture, Livestock, Fisheries and Irrigation. Previously he with National Gender and Equality Commission as the founding Chief Executive Officer and the Secretary. His main role was to administration and providing of leadership to the secretariat.
Between May 2015 and May 2016 he was the Deputy Secretary at the State Department of East African Affairs, Ministry of Labour and Social Services. He had held the same post at the Ministry of Interior and Coordination of National Government. He had a stint at International Institute of Boston where he held various responsibilities amongst them coordination of community services and public welfare assistance to refugee families in New Hampshire.
Mr. Katelo holds a Master of Arts from Boston, US and Bachelor of Education (Hons) in Economics and Accounting from the University of Nairobi.

Mr Christopher Kinyua Wanjau, Director Registrations & Licensing

Mr Wanjau is the Director Registration and Licensing thus responsible for registration and licensing of motor vehicles, regulation of public service vehicles, and oversight of training, testing and licensing of drivers in the country.
A long time public administrator with more than 15 years’ experience, Mr Wanjau took over from Ms Jacqueline Githinji. Prior to joining the Authority, Wanjau was the Manager Thika Municipality in Kiambu County. Before this, he was a Principal Administrative Officer in Kiambu County Government where he oversaw the planning and coordination of affairs. Having worked in both in County and National Governments as a District Officer 1, District Commissioner and Deputy County Commissioner, he brings in a wealth of experience in management and customer service. He has a degree in Political Science and Public Administration coupled with two Masters in Public Administration from Moi University and Business Administration Strategic Management from Catholic University and a Phd in strategic management candindate at Karatina University.
He has done several professional, management and leadership courses and trainings including Public Administration and also Information Management System, IMIS (UK). He is a member of Institute of Management Information Systems (UK)

Dr. Fernando Wangila, (Ph.D) Senior Deputy Director (Head of  ICT and Innovation)

Fernando is a results oriented and competent Business Transformation and ICT professional with a demonstrable track record of success spanning over 15 years. Nine years of this experience has been gained at senior management and business leadership level in the public and private sector. As a business leader, Fernando has provided strategic direction and successfully delivered large scale and complex ICT research and innovation programmes for governmnent departments and private organisations. Specifically, he has been involved in maximising the realisation of benefits from business and ICT transformation initiatives. Fernando holds a Ph.D in Business Innovation and Technology Management and an M.Sc. in ICT Policy and Regulation from Jomo Kenyatta University of Agriculture and Technology (JKUAT).

Mr. Robert Ngugi, Senior Deputy Director, Legal Services

Robert Ngugi is a Senior Deputy Director in charge of the Legal Department where he advises the Authority on legal matters in terms of policy development and negotiations, legal risk and regulatory matters. Robert Ngugi is a Chevening Alumini and holds a Bachelor’s Degree in Law (LLB) from the University of Nairobi, a post graduate Diploma in Law from the Kenya School of Law and a Master’s Degree in Commercial Law (LLM) from the University of Nottingham. He has extensive experience in the Public Service and has previously worked in the Office of the Attorney General where he was his alternate in the Board of Director of various public organizations including Kenya Broadcasting Corporation and Tobacco Control Board. He is a member of the Law Society of Kenya, the East African Law Association and Chevening Alumini Associsation. .

 Ms. Dido Guyatu, Senior Deputy Director Corporate Affairs and Communications

Ms Dido Guyatu is in charge of Corporate Communications holds a Master of Arts degree in Corporate Communication from Daystar University with a Post Graduate Diploma in Corporate Communications from the Presbyterian University of East Africa. She also has a Bachelor of Arts degree in Communications (Public Relations) from Daystar University. Dido has attended has attended several trainings relating to the corporate communications and management in various institutions including the Management School, London and Kenya School of Government

 Lt. Colonel (Rtd) Hared H. Adan,   Deputy Director and Head of Licensing

Colonel Hared holds a Master’s Degree in Strategic Security Studies (Combating Terrorism), from the National Defence University (USA) with a Bachelor of Arts Degree (Political Science from University of Nairobi) coupled with numerous training in and out of the country. He has wealth of experience in Security, Investigation and Law enforcements. Previously worked with the Kenya Defence Forces for about 28 years and Independent Policing Oversight Authority for one & a half years. He has worked in Namibia as UN Peacekeeper and African Union/United Nations Mission in Darfur (Sudan) as the Force Provost Marshal responsible for policing the UN Military Component.

 Mr Wycliffe Wasike, Deputy Director, Finance

Wasike has a solid background in Financial Management, Budget and Human Capital Management. He has several years’ experience both  in private and public sector after working in leading institutions including Salaries and Remuneration Commission where he was the director in charge of finance and remuneration. He has also had a stint at the  Kenya Investment Authority, Kenya Revenue Authority and Jomo Kenyatta University of Agriculture & Technology. Being a PhD candidate at the Nairobi University’s School of Business, Wasike is a member of several professional bodies including ICPAK and ICPSK.

Mr Shem Shalakha, Deputy Director, Supply Chain Management

Shem who has risen through the ranks from a senior officer to manager then the deputy director. He is a skilled and experienced procurement professional with over 12 years’ experience in public procurement and private sector. Shem holds Bachelor’s in Procurement and Supplies Management from JKUAT coupled with Master Degree in Business Administration with a bias in Procurement and Supply Chain Management from the University of Nairobi.
He is knowledgeable and experienced in the following procurement functions; Procurement Policy and Procedures, Procurement planning, procurement of services/goods/works.
Shem who has had a number of training previously worked for Kenya Revenue Authority and Kenya Vision 2030 as a senior officer and officer respectively.

Mr Wilson Tuigong, Deputy Director, Registration

For Mr Tuigong, his passion is seeing to it that a client leaves the Authority with a smile. With more than 15 years’ experience in public service, he believes that the customer is core. Before joining National Transport and Safety Authority in 2017, he had previously worked for Mombasa Water Supply and Sanitation Limited where he was a general manager in charge of development and customer service. Previously he worked for Eldoret Water and Sanitation Company where he headed the Commercial Services unit.
 Mr Tuigong started off his career in the military where for 12 years he was in various departments including Accounts and Auditing, Research &  Development and Training Services where he rose to various ranks.
He holds two Master degrees- Master in Finance from Kenyatta University and Master of Arts in Economics from Moi University. He is currently pursuing his PhD in Financial Economics.
The CPA(K) holder and member of Institute of Certified Public Accountants of Kenya and other professional bodies has undergone numerous training in senior management and leadership and corporate governance.

Mr Cosmas Ngeso Jagongo, Deputy Director and Head of Safety Compliance, Driver and Testing

A resourceful and initiative driven person with over 25 years of experience in management in the Public Sector particularly the Transport Industry. His key competency areas include Administration, Public Policy Formulation and Implementation, Leadership, Governance and Law. Mr Ngeso played a key role in the establishment of the Authority having held a number of senior portfolios amongst them the Head of Secretariat of the National Road Safety Council between 2010 and 2014 and also the Transport and Licensing Board (TLB), Ministry of Transport and Communication and also Ministry of Labour. Mr Ngeso holds a Bachelor of Arts degree from the University of Nairobi and also a degree of Law from the same university. He has a post graduate diploma in Law coupled with a Master degree in Law from the University of Nairobi. He is currently pursuing a PhD in Leadership and Governance at Jomo Kenyatta University of Agriculture & Technology (JKUAT)

Eng. Christine Adongo Ogut, Deputy Director Safety Audits and Inspections

Being the Deputy Director Safety Audits and Inspections at the Authority, Eng. Ogut is involved in Road Safety Audits, Road Inspections after crashes and Preparation of Road Accident Investigation Reports.
She is a Professional Engineer (EBK, Kenya) and a Corporate Member of the Institution of Engineers of Kenya. She is also a member of Council Member of the Institution of Engineers of Kenya. Eng Ogut holds a BSc. degree in Civil Engineering from the University of Nairobi and MSc. in Urban Infrastructure Engineering Management from UNESCO-IHE, Institute of Water Education, and Delft, Netherlands. She has 27 years’ experience as a Civil Engineer in planning, design construction and supervision of road projects in Kenya. She has vast experience in the public service sector where she has worked in different capacities and this include Roads Transport & Public Works, Nairobi City County Government and Technical University of Kenya where she was a lecturer.
